New Main Lines prepares for procurements

From 1 October, the planned Swedish high-speed scheme has been merged into one programme, New Main Lines, a part of the Swedish Transport Administration. The ongoing projects Gothenburg - Borås, Hässleholm - Lund and The East Link form the basis for the new programme.

Preparations are proceeding for procurement in the short term of two large design elements:
-The preliminary design and railway plan of Gothenburg - Borås, request estimated to be issued q1 2021
-The detail design assignment of the rail system in the East Link, request estimated to be issued q2 2021

This autumn, the Swedish Government asked the Transport Administration to investigate a number of alternative schemes in order to reach a maximum cost ceiling of SEK 205 billion. The result of the investigation is to be presented on 28 February 2021.

The start of construction procurement in New Main Lines is planned for mid-2024 and the first parts of New Main Lines are to be in operation from 2033.

Renewals of overhead line systems

The Swedish Transport Administration (Trafikverket) plans for a great increase in renewals of overhead line systems beginning in 2022. The increase amounts to more than 100 percent relative to previous years.

The increase in volume will require new resources to be added to the Swedish market and new production methods and ways to procure need to be tested and implemented. In essence, Trafikverket will need more efficient productions methods in place in order to not disrupt the rail traffic more than necessary on heavily used rail lines between major cities and between important cargo destinations.

In addition to needing more resources on the Swedish market Trafikverket aims to examine the possibilities that Early Contractor Involvement (ECI) and partnering open up in order to benefit from the extensive knowledge of designers och contractors.

Trafikverket wishes to have a dialogue with interested companies, both foreign and Swedish, in order to present the plans and to discuss how the increase in volume in practice could be planned, procured and carried out in a way that is attractive to the industry.

Rail machining of rails and switches

The Swedish Transport Administration, Trafikverket, is executing rail machining of rails and switches. Rail machining is a part of Trafikverkets preventive maintenance strategy. Milling of Rails is a part of our strategy for Rail Machining.

The tender is a national contract with a geographical scope with possible milling in all regions of Trafikverket’s network. The tender will be sent out in beginning of December 2020 and the execution of the contract starts in 2021.

The annual scope of work is approximately 80 shifts and the execution of the milling shall be in between August and December every year.

Information meetings with project Lundbyleden

The project Lundbyleden is planning to carry out information meetings concerning the upcoming procurement of the design & build contract. Publication of the tender documents will take place during May of 2021.

Information will be provided through two Skype-meetings. Dates and times for these meetings are the 11th of February 2021 at 14.00-15.00 and the 12th of February 2021 at 09.00-10.00.

The Gothenburg–Borås project

The Swedish Transport Administration is planning for a new approximately 60 km double-track railway between the two largest cities in Western Sweden. Three stations are evaluated, out of national interest, Mölndal, Landvetter Airport and Borås.

The railway contributes to faster travel in the West of Sweden and between the city regions, smoother work commuting, more train departures, sustainable travel and increased access to Landvetter Airport. The new railway is a part of a new main line between Gothenburg and Stockholm. For more information go to the project's website, link at end of this article. 

Early dialogues

Gothenburg−Borås has carried out early dialogues with the supplier market, both Swedish and International suppliers during October-December 2020.

The early dialogues were conducted by Procurement manager Jessica Dosenius, Design manager Maria Hermansson, Production manager Roger Lundahl and Technical manager Emelie Bernsson. The dialogues took place via Skype-meetings due to the current Corona pandemic.

On the project’s website a summary of the early dialogues will be published together with the presentation materials that were shown and talked about during the dialogues. Additional information that was communicated by the project during the dialogues has been added to the presentation.

It is very clear that there is a large interest in the project and the majority of suppliers have Gothenburg-Borås as a priority project that they want to be a part of.

The project will carry out more early dialogues in the future and especially with regards to procurements of contracts for the construction phase. We recommend that you visit the project’s website regularly.

Upcoming procurements of railway plans

The Swedish Transport Administration’s procurement plan will be updated in the near future with detailed information about the upcoming procurements of railway plans together with environmental impact assessment and preliminary design. The first procurement of railway plan is planned to take place during the summer of 2021. Contract announced to lay fibre cable along the Malmbanan line

The Swedish Transport Administration is developing a new train protection system ERTMS (European Rail Traffic Management System) and is renovating the signalling system. ERTMS is a signalling system for railways that the EU has decided shall be introduced in the Member States. The signalling system is needed to control traffic on the railway and make it safe.

In connection with this project, the Swedish Transport Administration is also laying new fibre cables along the railway. A higher data transfer capacity is a prerequisite for many services when the railway is digitalised. The new fibre network is named Opto 2.0.

A third contract to lay fibre cable has been announced. This refers to the Luleå to Harrträsk section on the Malmbanan line. The work will be carried out in 2021-2022. The deadline for the submission of tenders is 8 February 2021.

Railway contract: replacement of Catanery system Alingsås–Gothenburg

This project consists of replacement of the overhead contact line system and auxiliary power line including transformers. The overhead contact line system shall also be converted to AT (Auto Transformer) system. This section of the railway is a double track. The route concerned is about 40 km long, the total length is therefore 80 km.

Project background facts

  • The Västra Stambanan line between Gothenburg and Alingsås is one of the country's most stressed courses and a large number of long-distance trains, commuter trains, regional trains and freight trains operates this line daily.
  • The entire route between Gothenburg and Stockholm was opened for traffic in 1862 and electrified in 1926, then first as a single track. In 1958, a double track was built which was simultaneously electrified.
  •  Some of the overhead contact line posts on the route are the original ones that remain and these are in generally poor condition. Because the overhead contact line is old and worn down, the risk of disruption is substantial.
  • Today’s overhead contact line was installed in 1980.
  • Today’s auxiliary power line including transformers was installed in 2003.
  • The railway runs through a Natura 2000 area and water source areas. There are 4 tunnels along the route and the railway runs through several rock cuttings.

The objective of the project

The objective of the project is to renew the standard of the overhead contact line system and convert to AT system. The performance contract consists of replacement of the overhead contact line system and auxiliary power line including transformers. The overhead contact line system shall also be converted to an AT system. The contract work is scheduled to be carried out in 2022-2025. All the parts of the projects are to be finalised and opened for traffic (ÖFT) in December 2025.
The entrepreneurial works will be carried out in a performance contract. The cost of the performance contract is estimated to 350-450 MSEK.

  • Procurement information: Tender documents will be published in August 2021 in Trafikverket's procurement system Kommers and TransQ qualification system will be used. Tenderers must be qualified in 9.1.0 Rail Specific Works. The tender period is from August 2021 to December 2021.
  • Negotiated procedure according to LUF (Law on procurement in the utilities sector).
  • Cost: 350-450 MSEK (entrepreneurial works).
  • Implementation time is between 2021-2025.
