The year is coming to an end and I would like to thank you all for your commitment, deliveries and good cooperation over the past year – another year that has been challenging due to the ongoing pandemic. You have very meritoriously maintained production, kept looking forward and solved the challenges that have arisen in our projects.
I would also like to highlight how important the feedback is that you give us in our dialogues; it contributes to constant development and helps us to highlight the Swedish Transport Administration’s operations and the entire industry. For example, we are working to continue development of the Employer Role as a result of dialogues with you suppliers!
Thank you also for many good performances during the year on the theme of climate. The climate is an area where we in the industry really need to help each other. One example is CO2 requirements, which we are implementing already. Other proposals include clear and long-term commitments, as well as better and earlier planning. We will continue to work on this in 2022. The focus will continue to be on sustainability for a number of years.
For those of you who missed Supplier Day 2021, where the main theme was climate work, there is a chance to see the recording here: Supplier Day 2021!
Now I'm looking forward to a wonderful Christmas break, when we will all have time to recharge our batteries. Then we will meet again next year, full of energy for exciting new challenges.

The East Link, between Linkoping and Sodertalje, is the first steps towards new main lines in Sweden. |
New Main Lines, a whole new railway system between the three metropolitan regions in Sweden; Stockholm, Göteborg and Malmö, that will be Sweden´s largest railway investment in modern times.
In the proposed National Plan 2022 - 2033 from Trafikverket, the New Main Lines Programme is forecast to be completed in 2045 and has a cost estimate of approximately Euro 32 billion.
The three ongoing projects the East Link, Hässleholm-Lund and Göteborg-Borås, will, together with the forthcoming expansions, be built together into a future efficient system.
The detail design phase of the East Link Project will start within the next few years. It will be done through either design and build contracts or build only contracts. A procurement strategy will be presented soon and the dates for issuing the procurement documents on the market will appear in the Trafikverket Procurement Plan.
Focus will be on how the design and construction will be adapted to fulfil the climate reduction goals. In New Main Lines, these are defined to be 80 percent for construction finished before 2035 and 100 percent for construction finished before 2040.

The East Link, between Järna and Linköping, is the first step towards new main lines in Sweden.
The East Link is a new double-track railway covering 160 kilometres of ballasted track, with a top speed of 250 km/h. Estimated cost is SEK 83 billion (2017 price level). The project includes construction works of 23 kilometres tunnels, 150 bridges and 5 stations. Construction time is estimated to be about 10 years and the target for service start is 2035.
The East Link Project will, in total, procure about 25 main construction contracts, 50 enabling works contracts and 20 design assignments. The first main construction contract starts in 2022 with the other contracts to follow in the years after.
Tender documents will be published individually for each contract, with information of tender submission date, in accordance with Trafikverket’s procurement plan.

The Hässleholm–Lund project is the third step towards new main lines in Sweden.
The project includes a new double-track railway covering 70 kilometres of ballasted track, with a top speed of 320 km/h. The estimated cost of SEK 20,5 billion cover the section from Lund to a connection point south of Hässleholm (the Hässleholm station is not included in this budget but in the ongoing localization study). The project includes construction works of 2 stations and a number of bridges, about 5 % of the total costs. Construction is scheduled to begin in 2027–2029.
The results from the early dialogues concerning the entire Hässleholm-Lund program are now published on the program's website under the heading procurement.
Hässleholm-Lund has postponed the upcoming early dialogues regarding railway plans due to delays in the location investigation. The dialogues are now planned to be carried out during spring / summer 2022.

The Gothenburg–Borås Project
Trafikverket is planning for a new approximately 60 km double-track railway between the two largest cities in Western Sweden.
Three stations are evaluated, out of national interest, Mölndal, Landvetter Airport and Borås. The railway contributes to faster travel in the West of Sweden and between the city regions, smoother work commuting, more train departures, sustainable travel and increased access to Landvetter Airport.
The project includes a new double-track railway covering 60 kilometres of ballasted track, with a top speed of 250 km/h. The estimated cost for the whole Gothenburg–Borås project is approximately SEK 40 - 45 billion in in the 2020 price level covers the stretch from Gothenburg to Borås. The project includes construction works of 3 stations and a number of other constructions that can’t be specified at this time. Construction is scheduled to begin in 2025–2027.
The next procurement of a railway plan package is planned to take place from January-October 2022. The railway plan package is called “Konsultuppdrag för upprättande av järnvägsplan tillsammans med miljökonsekvensbeskrivning och systemhandling för projekt Borås inom Göteborg-Borås, en del av nya stambanor inom Borås kommun, Västra Götalands län” and has the following id in the procurement system Kommers – KOM-id: 409001.
