Gender equality bonus in contract procurement

According to the government's gender equality target, by 2030 at least 25 per cent of those newly employed in the building and construction industry shall be women. In the building and construction industry, the proportion of women is currently about 10% and among skilled workers only 2%.

Against this background, the Swedish Employer Council has decided that in a number of selected procurements the Swedish Transport Administration will test so-called gender equality bonuses linked to the employment requirements in contract procurements. This means that a contractor has the opportunity for a double bonus by employing (or offering a work experience placement to) an unemployed person belonging to the "underrepresented gender" in a particular professional role. Since the industry is heavily male-dominated, this is about getting more women into male-dominated professional roles.

The Gothenburg-Borås project. 60 km dubble track ballasted, 250 km/h for high-speed trains and fast regional trains.  It´s a project with topographical challenges. 

The Gothenburg-Borås project

Trafikverket is planning for a new approximately 6o km double-track railway between the two largest cities in Western Sweden.

Three stations are evaluated, out of national interest, Mölndal, Landvetter Airport and Borås. The railway contributes to faster travel in the West of Sweden and between the city regions, smoother work commuting, more train departures, sustainable travel and increased access to Landvetter Airport. The new railway is a part of a new main line between Gothenburg and Stockholm.Planned start of construction is 2025-2027.

Upcoming procurements of railway plans

Trafikverkets procurement plan has been updated with information etc. about the upcoming procurements of railway plans together with environmental impact assessment and preliminary design. The first procurement of railway plan will be a negotiated procedure where phase one, prequalification phase, is planned to be published at the end of April 2021. More information about the business and procurement set up for the first procurement of railway plan will be published on the programme’s website soon.

This spring, during March to May, we invite consultants and entrepreneurs to digital dialogue meetings.

Hässleholm-Lund is a large and complex project and at this early stage we would like to meet both consultants and contractors to get all perspectives on the whole and for future procurements, says Claes Andersson, purchasing manager at Trafikverket.

Example of discussion topics during the dialogues

* Division of railway plans and contracts

* Packaging, what is included in the assignment / contract (eg Fixed track system, BEST, building structures, installations, ground).

* Business models (tender examination, form of compensation, collaboration, innovation)

These will attend the dialogue meetings
